Dr. Ross Hemphill specializes in pricing design, cost of service analyses, and regulatory strategies for electricity and natural gas utilities. Dr. Hemphill has over twenty-five years' experience and has testified on behalf of utilities, state jurisdictions, and customers in regulatory proceedings and legal disputes.
Prior to joining FSC, Dr. Hemphill was a vice president at both NERA Economic Consulting in Chicago and at Laurits R. Christensen Associates in Madison, WI. He served as an economist for the Illinois Commerce Commission, and conducted rate design and cost of service analyses for the American Electric Power Service Corporation. Dr. Hemphill has a solid energy background, including managing Economics & Law at Argonne National Laboratory, and serving as the director of electric pricing at Niagara Mohawk Power Corporation. Ross also developed one of the first applications of the flexible pricing rule for electric utilities by creating the individual negotiated contract tariff.
Dr. Hemphill obtained his Ph.D. in resource economics from The Ohio State University in 1988, and his M.S. and B.A. in economics from Indiana State University and Lewis University, respectively.
